# SECTION 19 – PUNISHMENT & ESCALATION SYSTEM

**19A – Overview**

The Paradise Network Punishment System uses a Tier-based structure (1–8) to define the severity of disciplinary actions.\
Strikes are used to track repeated or ongoing rule violations, and each strike escalates the potential Tier penalty applied to a member.

#### 19B – Strike System Explained

Strikes are not separate punishments — they are behavioral markers used to guide tier escalation.

* Strike 1: First major infraction. Usually paired with Tier 1–3 depending on severity.
* Strike 2: Second infraction within an active period (e.g., 60–90 days). Usually escalates to Tier 4–5.
* Strike 3: Final infraction or repeated behavior after warnings; results in Tier 6–8, up to permanent ban or character wipe.

Strikes may expire after a set period (commonly 60–90 days) if the player remains violation-free. Expired strikes are archived but not erased from staff history logs.

#### 19C – Tier System (Punishment Levels)

| Tier | Description | Duration / Action | Unban Pack |
| ------ | ------------------------------- | --------------------------------- | ----------------------- |
| Tier 1 | Warning | Documented notice only | Not applicable |

| Tier 5 | 14-Day Ban | 2-week ban | Eligible for purchase |
| Tier 6 | Permanent Ban (Appealable) | Indefinite; appeal allowed | Eligible (case-by-case) |
| Tier 7 | Permanent Ban (Non-Appealable) | Indefinite; no appeal | Not eligible |

#### 19D – Strike-to-Tier Relationship

| Strike Count | Typical Tier Range | Example Scenario |
| ------------ | ------------------ | ------------------------------------------------------------- |
| Strike 1 | Tier 1–3 | First rulebreak (e.g., FailRP, NITRP, light VDM) |
| Strike 2 | Tier 4–5 | Repeat offense, harassment, ignoring warnings |
| Strike 3 | Tier 6–8 | Serious or repeated violations, mass disruption, exploitation |

Staff retain discretion to bypass strike progression for extreme or malicious conduct (e.g., hacking = instant Tier 7).

#### 19E – Enforcement Procedure

1. Incident logged by staff (ticket or bot log).
2. Staff review severity → assign appropriate Tier.
3. Strike assigned (if applicable) and logged in player record.
4. Appeal option offered only for Tiers 6 and below (see 19F).
5. Reform period (strike expiration) tracked automatically or manually by staff every 60–90 days.

***

#### 19F – Appeals & Redemptions

* Tiers 1–5: May request staff review but are not formal appeals.
* Tier 6: May file a structured appeal ticket for review after 30 days.
* Tiers 7–8: Not appealable.
* Unban Pack purchases only apply to eligible tiers and are reviewed case-by-case.

***

#### 19G – Administrative Discretion

* Staff and directors may escalate or de-escalate Tiers depending on context and player history.
* Extreme actions (e.g., exploiting, racial content, admin impersonation) may result in immediate Tier 7–8 with no strikes needed.
* Members attempting to evade bans or create alt accounts automatically escalate one full Tier above their previous punishment.

#### 19H – Example Case Flow

| Event | Action Taken |
| ------------------------------------- | ------------------------------ |
| First offense – RDM | Tier 2, Strike 1 |
| Repeat RDM + FailRP | Tier 4, Strike 2 |
| Continued behavior or ban evasion | Tier 6, Strike 3 |
| Evidence of malicious intent or abuse | Tier 7 (instant permanent ban) |

***

#### 19I – Notes

* Strikes serve as a behavioral escalation tracker, while Tiers define punishment severity.
* A Strike does not expire instantly upon return — it remains on record for the full cooldown period.
* Unban Pack eligibility does not guarantee reinstatement; approval is discretionary.
* Character wipes (Tier 8) are final and not appealable under any circumstance.
