# SECTION 18 – CERTIFIED CIVILIAN: DEFINITION, QUALIFICATION & REVOCATION

#### 18A – What a Certified Civilian Is

A Certified Civilian (Cert Civ) is a vetted, trusted civilian roleplayer granted expanded permissions and access to high-level priorities. Certification recognizes members who consistently demonstrate realism, fairness, and respect for server rules.

* Proven reliability with proper ticketing and approvals.
* Cooperative behavior during staff interactions and events.
* Clean disciplinary history and good community standing.

#### 18B – Privileges & Responsibilities

Privileges

* May apply for business ownership or criminal organizations.
* Granted automatic approval for most priorities (see Section 17 for “Extreme” exceptions).
* Eligible for larger-scale RP and storyline integration.

Responsibilities

* Log and document all priorities correctly.
* Follow all murder, robbery, and approval rules.
* Attend staff-announced server meetings or briefings when required.
* Maintain employment with an in-game job or owned business.
* Uphold community professionalism — this rank represents trust.

#### 18C – Eligibility Requirements

To be considered for Certified Civilian status, a member must:

1. Be in the server for a minimum of 2 months.
2. Maintain active participation (measurable playtime and engagement).
3. Hold and maintain an in-game job or business.
4. Attend all required server meetings unless excused by staff.
5. Have no Tier 4+ violations within the past 90 days.
6. Demonstrate understanding of the Priority System (Section 17).
7. Obtain positive staff feedback or endorsements.
8. Complete the Certified Civilian application form and pass any required interview, quiz, or supervised priority test.

#### 18D – Vetting & Approval Process

* Applications are submitted via the designated bot or portal.
* Staff review activity, disciplinary history, and logs (standard turnaround: 7 days).
* The applicant may undergo an observed priority test or interview.
* Once approved, Cert Civ status is applied immediately and logged.

#### 18E – Probation & Monitoring

* Newly certified members start on a 30-day probation period with increased monitoring.
* All Cert Civs are subject to random log checks, audits, or performance reviews.
* Renewal or recertification may occur every 6–12 months depending on policy.

#### 18F – Immediate Suspension or Revocation

Cert Civ privileges can be removed without warning for any of the following:

* Conducting a priority without staff/bot approval (Tier 6 and or Tier 8 Violation).
* Breaking major server rules (harassment, abuse, exploiting).
* Failing to attend mandatory meetings without valid notice.
* Losing in-game employment or business due to inactivity.
* Repeated minor violations showing irresponsibility.
* Abusing Cert Civ privileges or misleading staff.

Action Options

* Immediate suspension pending investigation.
* Demotion to Regular Civilian.
* Temporary or permanent removal of Cert Civ status.
* Escalation to higher-tier punishment (Tier 4 – Tier 8 violations).

#### 18G – Appeals & Reinstatement

* Members may appeal within 7 days of removal by opening a staff ticket.
* A neutral review panel (minimum 2 staff members) responds within 14 days.
* Reinstatement may require retraining, probation, or waiting period (30–90 days).
* Returned members resume under probation and heightened scrutiny.

#### 18H – Transparency & Recordkeeping

* All Cert Civ applications, demotions, and appeals are logged under a ticket ID.
* Staff maintain detailed records for accountability and transparency.
* Major removals may be publicly summarized (no private data disclosed).

* Certified Civilian status is a privilege that can be earned quickly but lost instantly.
* Staff reserve full discretion to suspend or revoke certification at any time for community integrity.
* Abuse or repeated bypassing of approvals will escalate penalty tiers and may result in permanent ineligibility.
