# SECTION 17 – PRIORITY SYSTEM RULES

#### 17A – Certified Civilian (Cert Civ)

Certified Civilians are trusted, vetted role-players who have earned expanded access to high-level priorities.

Privileges

* May apply for business ownership.
* May apply for criminal organizations.
* Receive automatic approval for priority requests, except for extreme cases which still require staff approval.

Extreme Priorities (Require Staff Approval Even for Certified Civilians)

* Murders of any sort (hits, assassinations, executions, etc.)
* Bank robberies (Fleeca, Pacific Standard, Union Depository)
* Gang wars or large-scale organized conflict

Allowed Priorities (Examples)

* Jewelry store robberies
* Armored truck heists
* Hostage situations (bank, store, business)
* Prison breaks and federal-level RP
* Turf takeovers, drug/gun shipment scenarios
* Multi-vehicle coordinated pursuits or shootouts
* Business-linked large-scale RP events

#### 17B – Regular Civilian

Regular Civilians are the base-level civilian role. They cannot apply for businesses or organized crime and are limited to small-scale scenarios.

Privileges

* Must request staff or bot approval before starting any priority.
* Limited to small-scale RP events.

**Allowed Priorities (Examples)**

* Store robberies (24/7, LTD, gas station)
* Small house burglaries
* ATM robberies
* Carjackings and muggings
* Single-vehicle pursuits (traffic stop into chase)
* Small shootouts (2–3 players maximum)
* Violence allowed only in self-defense; planned murder is not permitted.

#### 17C – Not a Priority (No Request Needed)

The following do not count as priorities and may be done freely:

* Civilian roleplay (jobs, shopping, social activities)
* Traffic stops without escalation
* Car accidents / vehicle crashes
* Trespassing, scams, verbal arguments
* Low-level civilian disputes without LEO/EMS response

#### **17D – Murder Rule**

Murder RP is **strictly limited to Certified Civilians only**.

* All murder scenarios fall under the **Extreme Priority** category and **require staff approval** before being carried out.
* A murder priority must have a **clear, valid in-character reason** supported by **established RP**, escalation, and believable motive. Murders may **not** be random, impulsive, or used as a shortcut to end conflict.
* **Regular Civilians** may not plan, initiate, or carry out intentional murders under any circumstances.
* Regular Civilians may only cause a death if it occurs **organically and unplanned**, strictly in **self-defense**, during an **approved priority**, and as a direct result of the RP escalation — not intent.
* Failure to meet these standards will result in the priority being denied and may lead to disciplinary action.

#### **Murder Priority Ticket – Required Questions**

All murder priorities must answer **all five questions in detail**. Low-effort or vague responses will be denied.

1. **What specific RP events led to this murder being considered, and over what period of time did this escalation occur?**\
   (Include prior scenes, interactions, warnings, or attempts at resolution.)
2. **Why is murder the only believable outcome left for this situation?**\
   (Explain why alternatives such as intimidation, robbery, exile, exposure, or ongoing conflict are no longer reasonable.)
3. **What does your character gain or risk by committing this murder?**\
   (Include consequences, fallout, enemies created, legal risk, and long-term impact on your character.)
4. **How does this murder create meaningful RP for others after the act?**\
   (Investigations, retaliation, court cases, gang conflict, character arcs — not just “they’re dead.”)
5. **If this priority is denied, what would your character realistically do instead?**\
   (This tests whether the murder is story-driven or just desired.)

#### 17E – Approval & Monitoring

* All Regular Civilian priority requests must go through the designated bot or staff member.
* Certified Civilians only require approval for Extreme priorities as listed above.
* Priority logs will be monitored to ensure proper roleplay balance and fairness.
* Failure to log or abusing approval systems may result in penalties.

#### 17F – Enforcement

* Any member caught conducting a priority without a ticket or approval of any kind — whether a Regular Civilian or a Certified Civilian (only requiring approval for murders or bank robberies) — is subject to a Tier 4 or Tier 8 violation depending on severity.
* Staff and the bot system will monitor priority logs to maintain server fairness and integrity.
* Repeated abuse or bypassing of approval processes may result in demotion from Certified Civilian status.
